Two reasons for rating systems - measure playing strength and stimulate participation.
I'd also agree that stimulating participation may be more important than measuring playing strength. In the game I played, there was a rating system, and I never believed the ratings, mostly because these rating systems assumed that all games are of equal importance, which at least for me was not the case (compare open tournaments against invitationals and national championships, f.i.).
A point system may be fun and stimulating - as well as titles! Who would not want to be a BG Grandmaster?!
