I remember scratching my head one day and thinking, "Where is this Mumbai place? All the papers talk about it like it's a major city, but I don't think I've ever heard of it..." And then there's Chennai, a name I'm pretty sure I heard for ths first time just now.

Who is in charge of establishing the "official English name" of foreign cities and countries, anyhow? Can Italy decree, "Our official English name shall henceforth be Italia"?
