My point is that there is a difference between a change of name of an 'uncontested' city, region, or place, vs changing a name of a 'contested' area, having to do with control issues between countries. In the latter case, a change in name would indicate a validation of a claim by a country or group of countries; in the cases of international waters, also with a threat of restricted international access.
