It is important to encourage attendance while at the same time rewarding results. But as Jason says, it can't be that whoever shows up the most is going to win. On the other hand, if the club has a number of fairly equal players, whoever attends most is going to be heavily favored in any system.
Any system that rewards cashes will reward strong play. Any system that rewards match wins (or losses) will reward attendance, particularly if there is a Consolation. The question is how to best strike a balance.
A system I had managed stats for many years ago had evolved into the following. Each tournament paid 1/2 Main and 1 Consolation.
2 points for every match win;
4 bonus points for winning the tournament;
2 bonus points for 2-Main or 1-Cons;
1 point for anyone that entered but did not win a single match. Someone showing up is guaranteed to do better than the no-shows.
In my experience, attendance still dominated quite a bit too much in this system. I would have liked to adjust it by making it 8 bonus points for winning and 4 bonus points each for 2-Main and 1-Cons. Bonus points could also be determined as a function of the number of entries or rounds.
With that adjustment, a 12 person 2 flight event (which was about average for these) has 20 matches (40 points) and 3 players who don't win a match (3 points) = 43 points. Adding 16 points for the cashers makes it 59. First place will win 3-4 matches plus an 8 point bonus for about 15 points or about 25% of the point pool. The other cashers will pull in about 9-10 points each. Cashers (3) wind up with 55-60% of the points, non-cashers (9) 40-45%. Seems about right.
