I don't do much money play, so my experience with beavers is very limited. (at least I don't have the opportunity to be confused about the Jacoby rule here)
Looking at this position it appears that blue got hit during the bearoff and it's now a race. The rule of thumb that I remember in these scenarios is that white should cube when he has 5 or fewer checkers borne off. Here he has four, so that would indicate a proper double.
QF tells me that it must not be a double, but given how close it is to a double it's probably not be a beaver. I wouldn't beaver.
