There is a subtle point here. A player can play legal moves simply because that is what he or she wants to do. I usually do that without considering my opponent's intentions. The question is why a player would publically "agree" to play legal moves without an agreement from the other player. Once again, a player can announce his or her intentions just because they want to announce their intentions. This is not something I am willing to do. The agreement doesn't give me anything. I don't need to "agree" in order to play legal moves myself.
