I am asking because the difference between what I'll dub 'merely illegal but possible' and 'impossibly illegal' is not so straightforward to me.

I'm glad you asked, because this has bothered me forever. I am not sure I know how to make the distinction. Illegal moves are, by definition, impossible. If we'd like to delineate a category of illegal moves such as placing one's own checker on the bar and defining that to be "impossible" and therefore not subject to condoning, then that's OK by me, but we need to do so.
