Legal plays??

The posts in this little subset of the thread seem to make some of the major points in favor of the current rule, but I'd be happy to see legal rules adopted now.
Jason notes that there are "scumbags" that won't follow it, and that is likely true, but I don't think they are as numerous as they used to be. Communications among directors and players, including the existence of bulletin boards such as this one, make it much harder for them to stay under the radar for years the way they could, say, 15 years ago.
The reason I asked for that "asterisk" when I joined the Legal Moves Club was so I could throw the current rulebook at a player who was making me waste a lot of mental CPU cycles watching for his endless angle-shots. Occasionally such a player might make an error that wasn't in his favor, and my letting the roll stand was my "fee" for having to watch him so intensely.
But in the last few years, I haven't run into anyone I felt was doing it on purpose. Everyone messes up now and then, and there are some players on medication (as someone here has noted), some who are coming down with something, and others who are overtired or stressed out because of some travel nightmare at the airport. For anyone to be considered an official scumbag, there needs to be a longstanding pattern of this behavior, and such people are likely to find themselves uninvited to tournaments as it becomes known what their act is.
I'm now in favor of the legal moves rule, but with the details ironed out first to the extent possible. The rest will have to be left to directors' discretion.
This will be enforced only by players and tournament staff, of course. Uh...that is a "next", isn't it? Kibitzers calling the illegal plays? No! No! NO !!
