I actually would like to see a rule change that would make correction of illegal rolls compulsory, with a formulation along the lines suggested by MCG, but I won't storm the barricades to achieve this.

What you mention is a reasonable analogy. I think for at least some, playing legal moves is only possible when the opp does so as well. The thought of 'being taken advantage off' in case of unilateral legal moves detracts from the utility of going it alone without reciprocation. In the liberal vs. conservative case, there is something similar going on; the amount of poverty reduction that can be achieved depends on how many join the efforts.
