Regarding spectators, this seems reasonable. In my other post I wasn't advocating that the spectators have a right to speak up about the current play in progress. But allowing a spectator to draw attention to a misplay if it is not observed (after the move) by the players is something I would consider if you move to "legal play". If a TD finds a spectator abusing this (Hypothetically lets say they constantly keep calling "no roll" when the plays are legal) then the TD can warn/sanction them.

I probably would be more lenient about enforcement of "Legal play" in the Novice division though.
