Legal plays?? - Re:Kibitzers

Help me here (no really, I'm serious), because I don't understand the seemingly unanimous agreement that kibitzers should not point out illegal plays, especially coupled with the same agreement that tournament officials should. If we really want legal plays enforce, why shouldn't anyone who sees one speak up? If they are wrong, they are admonished rather strongly not to open their mouths without being sure. If they happen to do it a second time, they are told that they personally may never speak up again and please don't kibitz if they can not follow that instruction. Meanwhile, observant kibitzers prevent travesties as they find them.

I'm really interested in the answer to this, perhaps I have failed to pay attention previously so I apologize if I waste someones time catching me up.
