I realize I'm butting into a private disagreement, but since I have thought about "this" specific situation quite a bit and have a strong view, I thought I would comment.
If called to the table in this situation, I would ask black if he intended to bear the checker off. If the answer is yes, then the checker must be placed off the board, where it belongs, blonds roll stands and we move on. If black says no, he didn't want to bear the checker off, then the next question, depending on my mood, would be, then were you attempting to cheat by knowingly making an illegal move in the hopes that your opponent would not notice? Now, if black is willing to answer that this is in fact what he was trying to do, they are going to be shown the door. If they figure out, perhaps from my dour expression and scathing tone, that they are in trouble, and revert back to sanity by excusing themselves and reporting that of course they meant to bear the checker off, then we go back to plan a, with the only difference being every director I can find an email address for will get a letter concerning that person.
None of that changes, by the way, if the first time blond notices is after black's next roll when he attempts to reenter. Except maybe I'm already a little bit angrier because black has shown more intent.
