Legal plays??

In poker if you didn't have the rules the way they are someone could purposely bet out of turn leading you to think they were going to bet. In other words, if they weren't forced to commit to their out of turn action they could act out of turn to gain an advantage.

I think that those situations in other sports only exist because for whatever reason it is not possible to have a judge or a suitable rule,

Also not true for the poker scenario I gave. The suitable rule would be if the dealer isn't sure if someone saw the card or not then the dealer reshuffles, how easy of a rule is that?
