Just tossing this out there. Let say you are a kibitzer for a match that is in a "Legal Moves Only" event. You have money at stake in the Calcuttas and/or *Event Sanctioned Side Pools* (Not sure how many of these still exist but it probably isn't zero).
You and a plethora of other Kibitzers see an illegal move go unnoticed by a player in a "Legal Move Only" event. Lets say that the illegal move (as a Kibber) will cost you a fair amount of money. Let's say kibitzers can't say anything - is it fair kibitzers were forced by rules to quietly watch as their money slipped away on a clearly illegal move (That shouldn't have been allowed since it is suppose to be Legal Moves only).
I am guessing some responses might be "Eliminate event sanctioned side pools and Calcuttas". I am distinguishing the sidepools here, since if the sideppool is not sanctioned (or run) by the event, you are taking your own risks inputting money into it and may just be chit out of luck.
Although I like the idea of forcing events to use be legal moves only, I think it is fraught with a lot of interesting problems that could be very hard to enforce without having a massive list of additions to the rules, and new problems to go with it.
