Rob, I'm mostly with you.

I see no problem with a kib being able to raise a flag after the play by saying "no roll" or "illegal". Make it so that is all they may say. Let the two players then discuss the situation themselves, agree on what the dice roll was and whether the play was illegal or not. If the two players agree, there is no issue. If the two players disagree, then it gets resolved as in any other situation where the two players disagreed. If one player is not sure what just happened, then he ought to trust his opponent who is sure. Or if both players agree to poll the spectators to find out what they saw, then no problem, they could do this any time regardless. I see very little potential for harm and abuse with such a policy and great potential for righting unjust situations.
