exactly when does a play become illegal?

When is a play illegal? Not until the dice have been picked up right?

Suppose it is the finals of a major event and the opponent gets a roll like 61 that is forced because a certain 1 must be played to make a playable 6. The player does not realize this and starts considering the merits of two other plays with the 1. Who thinks this is his unskillful play and that he deserves to waste clock time on it, even if a legal moves agreement was in place?
