If you want the free option, Microsoft has a reasonable offering in this arena. It is the the Expression version of their IDE and Compiler tools. In particular you can find it here:

There are express versions of other languages as well. They generally lack the fully integrated IDE's but the basic compiler themselves are full featured. You can build 64 bit apps if you download the Windows SDK as well. The biggest omissions is MFC and ATL for graphical development, but you can still write graphical apps. There is a feature comparison at the link above as well to see what you get between the express and normal versions.
In the past I have ha people tell me that you can't make commercial apps. That was never actually a restriction, some of that is covered in the FAQ:
