In my last message I gave the Microsoft answer. But of course you may be wondering why I didn't give an Open Source solution given my background. Well I wanted to split that up. If you are looking for a wide variety of different programming languages with basic Unix like command shell and the baility to write standalone windows apps that don;t rely on 3rd party libraries (Like Microsoft startup DLL's) then there are options here too:
On the Ming site you can download a strip down Unix Bourne Shell (command line environment) called MSYS.
Ming's big brother if you are looking for POSIX compatibility and a wide variety of the command line tools can be found here:
