I assume the two tied plays to which you refer are D (Down, 13/11 13/7) and R (Run, 24/16). I would definitely play D in order to retain maximal contact and thereby complicate the game.

If you make the race favorable to Blue or weaken his board or strengthen White's board, R is better. If you make the race favorable to White or further strengthen Blue's board, then D is better. (If you do some properly offsetting combination, no doubt D and R can be made to stay about equal.)

If you keep the race even but just strengthen White's board (e.g., 31P-31P-42P-42P-62), I believe O (Outer, 13/5) becomes best.
