The rule Rob refers to is: Checkers which have been borne off must be kept off the entire playing surface for the rest of the game.

I get his point. He is simply ruling that during the bearoff, lifting a checker eligible to be borne off and placing it in a location other than a lower homeboard point constitutes bearing off the checker. If that checker is placed somewhere other than off the playing surface, it has simply been borne off to an improper location, that does not change its status as a borne off checker.

The above rule is a protocol rule, like the rule to move checkers with one hand. Some players might move with two hands and their opponent should simply instruct them to use a single hand. I've seen players with just a stack of checkers on their ace point bear their checkers off and place them back on their 6 point getting a head start on setup for the next game. That kind of situation is why the rule above exists. If it were intended that moving a borne off checker to the 6 point were to be considered an illegal play, then why would the given sentence in the rule exist? Rob is stating his belief that like the single hand rule, a player should inform his opponent that it is improper to place his borne off checker in any location on the playing surface (including the bar) - that it must be removed from play.

In the absence of a common sense rule listing impossible moves that may not be condoned, I like this particular line of reasoning because in at least one case it manages to justify what should be a right decision within the framework of existing rules.
