First of all, I'm not a TD, but I've served on ruling committees numerous times. But that doesn't prevent me from having an opinion.

If a checker is hit and placed on the bar and falls off the bar, the checker goes back on the bar. I don't care how or when the checker fell off.

Aside from this being common sense, it is supported by rule 4.4:

4.4 CHECKER HANDLING. Checkers which have been hit must be kept on the bar pending reentry.
