I count the shots to be 18 either way but the factor that you didn't mention is the value of the additonal builders when you make the 4 point. There is huge swing on on the variations where you don't get hit back. When making the 4 you have 25 covers for the 2 whereas you only have 15 when you make the 3.
When you don't get hit and the opponents blots remains on the 1 point on the next roll after making the 4, you have 7 pointing numbers vs 4 when you make the 3.
Another vulnerable blot in the outfield, the stripped mid, and out-timed if stuck in your inner board, gives rise to the possibility of picking up a third checker sooner or later. The inner board builders will often come into play in these variations.
The gammons reported in the rollout by making the 4 vs the 3 seem to support this thesis.
