Can You Play With A Worse PR Than Your Opponent?

Joe's proposal is that the winner of the 7pt match gets paid $100 x Winner's PR.

On the surface, this appears to be a bad deal for the stronger player and a good deal for the weaker player. For example, if Player A's PR is 2.0 and Player's B PR is 4.0, then Player A would have to win 2/3 of the matches to break even. Unfortunately for Player A, he wins a lot less than 2/3 of the 7pt matches.

It appears that Joe's proposal favors the one with the worse PR. The question becomes, why not play the match with a worse PR than Joe? What should your strategy be?

If I am a better player than Joe, then I should be able to figure out a way to play with a worse PR than Joe's, and therefore have positive equity against Joe.
