OK I'm confused. Your 3-ply rollout you posted says:

keep the first 0 0-ply moves and up to 8 more moves within equity 0.16

Skip pruning for 1-ply moves.

keep the first 0 2-ply moves and up to 2 more moves within equity 0.04

So only 2 moves max withing 0.04 are getting evaluated at 3-ply so I'm saying it's not much stronger than a standard 2-ply wc rollout or am I missing something?

My post wasn't meant to sound derogatory.
