Reasons for the Jacoby Rule

I'm personally convinced that the main practical motivation for the Jacoby Rule is to prevent those situations where a weak player who is afraid of doubling sails through the whole game, missing opportunity after opportunity to double (think that he is either not good enough or too good), until he finally is really (just barely) too good to double, eventually collecting one point after everyone else has fallen asleep. Whether it shortens games or not (as is commonly claimed), it certainly seems to make things go faster, which is what is important.

As for the word "apodictic," I know it from my study of philosophy (you may want to search for the noun form, "apodicticity"). Jake's usage of the word strikes me as peculiar, though maybe it's because I've never used it outside of philosophical discussions.
