Volatility is not very high because your opponent has made a nice anchor and you have only two inner points made. I doubt that it is a blunder to double or not double. It may or may not be an error. Probably, one does not lose a tremendous amount of equity in this decision.
Yet, I would double this position because you already have a strong advantage and have very little work to clean up your one liability. Your blot on the 21 may be safe in two moves or less. You may even hit his blot on the 20. Even if you do not escape your back man immediately, your opponent's inner board is quite weak and will not improve quickly.
