If you publish a match and nobody would have any hope of guessing where the match is from or who the players are then I don't think it matters, it's just some random match, and you can publish it. If the players might be identified then I'd default to getting permission if you can.
I would only publish other players blunders anonymously as in "I saw a top 32 player blunder here" or in the case where I know the player blundering didn't mind if I published their stuff. I would post positions to learn from where Neil or Falafel or Weever or etc... blundered without asking them. I wouldn't post blunders just to say 'LOOK AT THIS DONKEY!' unless it was MCG.
