I think so. My impression is that the terminology comes from Magriel's book, where (in the chapter on splitting) he writes:

Let's look at an important case where a major split is usually wrong. Whenever your opponent has an extra builder (three altogether, including the original two on the six and eight points) or worse, more than one extra builder, we shall call such a split coming under the gun.
