This is NOT a matter of just comparing the 5pt to the 20pt. It is a matter of comparing the 5pt to the 9pt + 20pt.

Let's suppose you had the choice between (a) playing only two 4s as 24/20(2), and (b) playing 13/5 6/5, which is about the same number of pips (8 vs 9). In that case, I think making the 5pt would be a considerably better than making the 20pt.
For a related example, consider the roll of 22 (instead of 44) in the above position. Should Blue play @ (anchor, 24/20(2))? No, that's almost a double whopper! The best play is a close choice between E (Each, 24/22(2) 6/4(2)) and N (Near, 13/11(2) 6/4(2)). Does that mean that the 4pt is better than the 20pt? Certainly not. Nevertheless the combination of either the 4pt + 22pt or the 4pt + 11pt is much better than the 20pt.
It is important to compare plays in their totality and not draw conclusions from only portions.
Footnote (FYI): White's 52, D (Down) is a blunder. She should have played S (Split, 24/22 13/8).
