I was the one that quoted from Magriel's book (but I didn't see Stick's comment about a water pistol the first time around). For reference, here's what Magriel says in the chapter on splitting:

Let's look at an important case where a major split is usually wrong. Whenever your opponent has an extra builder (three altogether, including the original two on the six and eight points) or worse, more than one extra builder, we shall call such a split coming under the gun. As a general rule, it is unnecessarily dangerous to come under the gun.
