The rulings as I understand them are that if you roll your dice, and your cup falls out of your hand in the process, that provided that the dice have obviously been rolled legally and fairly, and that they land in a legal manner, then the roll stands.
In this case, since a cup was covering one of the dice, the mere act of removing the cup could have uncocked a die during the process, then this must be re-rolled. We cannot say with 100% certainty that the die wasnt cocked under the cup, therefore we must re-roll.
