Making the 20 looks antithematic to me. Blue is behind in the race and wants to maximize contact, and 24/20 21/20 gives White a lot of dumping room. The more time he has to dump safely, the longer he has to wait for doubles that help him race.

I'd just play 13/8. I see no reason to try the overly clever 13/9 24/23.
