It's possible this Oleg was indeed lying, but Peggy's statement is unequivocal that he did lie. It now appears that there's considerable doubt whether he lied. It sounds to me like he didn't.

To say someone was lying is an accusation that they intentionally told an untruth. That's pretty serious. Actually, in bridge (for what that's worth), in the context of a dispute arbitrated by a tournament director, an accusation of lying would be considered unethical. You're allowed to state what you think happened, but not to impugn somebody's motives.

That's why some people think Peggy owes Oleg an apology. Perhaps Oleg owes Peggy an apology for omissions that led to the overall misunderstanding (or whatever it really was), but that's a separate issue.
