To give a brief answer, there might be if you consider only the rating inflation of a sub-population of players (as we do here; the top ones) in shorter runs.

If you consider the entire population of the rating-system: no - since it's a "null sum".

However, the small inflation on the average happens because it tends to be the loosing players that quit the game.
