No matter what, Low PR and winning are strongly correlated - if not in a direct causal relationship :-)
But there are some considerations to take:
"Winning" (especially tournaments) are much more volatile. You may play with a very low PR for a long period of time, and the trophies just doesn't appear. You get some secondary cashes, but not the big ones. Then - all of a sudden - a streak hits you and you win two big ones! I'm pretty sure that's the reason for Stick not wanted to score his giants on winning.
But there are also other considerations to make. Winning the big ones (especially playing well in those final matches) are a separate challenge. The pressure conditions and environment are something else. Look at Trabbi's performance in his WC Final match - no where near his normal level of play. And others as well. I imagine UBK doing better in his average game then the one match (vs. Gus Hansen) I've seen. And so on. So winning under these conditions, represent some strength in your game, that cannot be read out of an average PR.
Then there's your ability to make your opponent play bad. Making small errors in seeking complex games. I'm not saying that it's good or anything but just that some players are stronger than their own avg. PR might suggest, because their opponents play worse when they play against them. We've had some tournaments in Denmark, where PR was part of the tournament score and all matches were annotated and analyzed, in which there was very clear evidence that some players are more difficult to play than others. So unless you look at opponents PR as well (average PR difference, that would be) you don't get the full picture.
Anyway, in the DBgF title system, we give norms to the winners of the 3 most important and tough tournaments (for DBgF members), we give norms to players who have achieved sustained good results in their overall tournament play (through the rating norms), and finally we give norms to players who can demonstrate a high level of play (low PR) under certain circumstances.
The minor title (IM) can be obtained in any of these types, the major titles (GM and SGM) can only be obtained in combination of these groups (where SGM will require all types of norms).
