Phil, while I don't know anything about the Finnish legislation, nor the stakes their tournaments are played at, the $10/$20/+sidepool you mention from Chicago is "richer" than most of the weekly "cafe" tournaments played in Copenhagen. They go as low as $5. Even though we did end up in problems with the new suggested gambling laws.
Initially they wanted to ban the game to a degree, where we would not even be allowed to do the beginners event at the Nordic Open like we did last year. The entry fee you ask? $0! But there were sponsored prices, all winners of a single game received free memberships of the federation, and that could not be accepted...
Luckily we did manage to get of the heat but it was not a discussion of entry fees, rather a discussion on organizing tournaments well regulating, playing solid formats (minimum matchlenghts, no rebuys, no moneygames, etc.), and having a well run federation offering an easily understood market and tournaments where players knew what they signed up for, what the maximum cost could be, etc.
