The short answer is that it's possible to get true cubeless numbers even today, but you have to do a separate cubeless rollout. I'm guessing there wasn't enough user demand for Xavier to implement a feature in XG2 that would let you get true cubeless numbers more easily. I'd personally prefer true cubeless numbers to pseudocubeless numbers but apparently very few other people care about the difference.
