What makes a has-been?

In Response To: What makes a has-been? (Chuck Bower)

I think what he means is that the edge of the best player in the world over the average championship level player (or no. 50 in the world, or however you would like to look at the edge of BG semi-gods against BG MMs (mere mortals) - any measure of the skill spread would do) has been lowered so much that playing tournament BG is not longer a winning proposition, taking into account various costs.

I guess that view may not be incorrect; but there are other valid viewpoints.
