Maybe a way to solve this would be the following.
You program a set of players who on average play world class - advanced - intermediate etc in a typical match.
Then you let those computer players play the same match as the human, and rate their performance. If they play better than their average, the match was more difficult than an average match, and if they play better the match was easier. You use this result to create a difficulty index which you can use to whatever you want.
The real problem is probably to emulate human players. Because even the crappiest computer player is usually extremely sharp in tactical situations in which even good players can make big mistakes. But anyway, this approach should be possible to implement.
