The latter. The calculation takes care of not putting different colored checkers on same point. But it includes positions that are impossible for:

• having a combined total of more than 15 checkers on bar
• a side having more than 5 checkers on bar while there are no checkers in the opponent's home board
• a side having all its checkers on one point when the opponent has at least 4 on the bar
• a side having all its checkers on the 24-pt while the opponent has none in his home board
• ... etc. etc. ...
