Do you agree that if "maximum cube value" is set to "cubeless" then "winning chances" are truly cubeless ?

I believe so, yes. This is assuming a single cubeless game. For cubeless match play one would need to develop a cubeless MET. (Not that ATS cubeless play is what most people are looking for from cubeless numbers, though.)
