Yes, this is my reaction too. At first glance, there seem to be several reasons to drop: 9 checkers in the zone instead of 8, the blots in the board are on high points that are vulnerable to attack, the opponent's back checkers are split, and at 3a3a one typically drops a little more quickly than for money. However, the 9pt has a lot more power as a defensive point than one might think. The first variants I'd try would be to move that defensive 9pt back to the 10pt or the 11pt to see how much difference that makes.
