The top plays here are pretty close and if I recall correctly, 24/18 13/11 is currently in the lead with 24/22 13/7 close behind (it was the other way around according to earlier rollouts). A key fact is that White wants to use 6's to make her 5pt so you're not in too much danger of getting hit with a 6 if you slot either bar point. 13/7 6/4 tries to duplicate both 3's and 6's (since White already has a good 3 in the form of 8/5). Aggressively slotting up front tends to lead to more complicated, double-edged games; if you get hit then you end up with many checkers back, and if you don't get hit then you quickly build up a strong front position. If you know how to play such complicated positions better than your opponent does, then I think 13/7 6/4 is playable here despite being slightly behind according to the rollouts.
