I thought I had plenty of time to build the board later.

You do. This play isn't about building your board quickly where you seem to be putting some emphasis. This play is about keeping some coverage deep in your opponent's board so he will have some awkward numbers to play. Your racing vig is slim, you need to hit a shot. You will get more shots by staying back. If you anchor up your opponent should have no problem clearing the points in front of you. He has a great set up, plenty of spares, and plenty of time.

Hell, even for money this decision would be interesting on whether or not to anchor up. AtS it's clear.
