If you change the rules every time you get frustrated, then the game will soon turn into Calvinball.
I don't know whether limiting the number of doublets will increase the skill, but one thing is for sure, that if you want to become highly skilled at the new game, you'll have to put in a lot of extra work to calculate a new MET, new racing formulas, new opening books, etc. I think you underestimate the repercussions of such a rule change on the game.
This kind of thing happens a lot in the history of board games. Someone comes along and thinks that some little finicky rule change will "improve" the game. In the end, 99% of such changes produce little or no improvement, and often make the game worse. The chances of a genuine improvement are very small. What rule changes are guaranteed to do, however, is to complicate the game and cause confusion.
Do what you like with specific opponents for fun, but if you lobby publicly for a widespread rule change like this, I'll lobby against it.
