Probably they worked around the law.

The problem is that this law (and how it came into being BTW) is silly. There are services the government must provide (protection against crimes, defense), there are services the government could provide and you can argue about the extent, scale and conditions (social security), and there are many areas of individual choice where there is either no common good argument to interfere, or the common good argument is too weak to justify infringing on individual choice.
