Rollout: Break anchor? Two problems

For Problem 1, the rollout indicates that there are several close plays (though what human would play 7/1 6/4?). However, what I don't understand is why 22/16 3/1 seems to be so bad. Any theories?

For Problem 2, the rollout says that 7/1* isn't a blunder, but prefers to get a back checker going. This is a decision I always find tough; when do we say that the attacking options up front aren't strong enough, so we should move a back checker?
