If you are sure that sound is turned on in the program, which seems like you are, often the easiest way in general to fix these types of problems is to reinstall the program. Make sure you have the activation key ready and that should take about 5 minutes. You should probably backup your positions and matches first.

If this still doesn't work you know it is a global windows problem and can go from there, but reinstalling has a reasonable chance of solving the problem imo.
