13/7 unstacks the heavy mid, adds an attacker (which has added value in 3 duplication). as long as white has no more board points, blue should play to press his advantage. 24/18 is defensive in nature (trying to anchor) and if white rolls a 6 he will be just as happy to hit on either bar point. splitting just invites white to began his offense (and he has 10 checkers already in "the zone").
