It's easy to look at shots first. To improve your game, you must train yourself not to just look at shots. Probably you should learn to look at the pip count first. Then look at relative board strength. Think about shots third.
Here you're behind in the race. You have a better board and your opponent has stacks that she wants to unload on you. If you have a choice between 24/18 and 13/7 under such circumstances, these factors will usually point you towards 13/7. Getting hit doesn't lose as much if you're already behind in the race. On the other hand, giving your opponent something to unload those stacks onto does cost you.
Having looked at the race and the board strength, you can now think about shots. 13/7 does leave a double shot so you might think twice, but what else are you going to do? 24/18 leaves a double shot too, and 13/6 doesn't help you improve your position. When you're behind in the race and have the stronger board, it's often the right time to play boldly to gain an advantage.
